In "Hit 'em Up" Pac was just dissing the dudes that was dissing him. If Pac hated the East he wouldn't have collaborated with East Coast MC's. He got got family and homies out there in the East. Tha Outlawz are from NY/Jersey. He even said in an interview and said "If the West did this to the East Coast like how the East is doing to the West by not giving them respect and just walking all over them. He'll ride 4 them. He said "I love the East Coast. I'm from the East Coast."
