I think in the original spoof chat show, Knowing Me Knowing You, Partridge is just a bastard and talentless buffoon. In I'm Alan Partridge, he turns into a rather pathetic loser with delusions of importance that you almost pity. He's nastier than Brent (playing the Return of the Saint out loud when Lyn is visiting her mother's grave...God almighty!) but he has suffered more than him too, having had a mental breakdown after his show was cancelled.

I agree. Brent is wanker but he redeems himself at the end. Also in the 2nd serious you start to feel a bit sorry for him. Alan Partridge, although funny, is quite a horrible man throughout.
