These things are damn cheap, damn fast.Though not very secure. Its quite easy to get one for 200 euros - about 70 km/h max. Note this is km/h not mph.Atleast thats what the shops tell me, havent purchased one yet.. Dont really have a place to ride on them, and if the police see`s me riding on it it`ll be taken.. :S (Netherlands.)

No it wont, I dont even have to see, I got one with a 196 cc engine that runs around 25-30 on pavement. You would have to have a hellacioua engine and then the bike wouldnt be so "mini" would it?
