Depends how you define 'language'; In linguistics it is regarded as a language - nonstandard sure; but a language nonetheless. If we all attach our own private meanings then it cam mean whatever it is we constitute it as - bottom line, there is no standard reading here.

i'm jamaican u tellin me??? just like haiti speaks broken french but french is the official language we speak some broken english (patois) but english is ur official language....look in an atlas!!!

One could argue that american english is a broken english , ever seen the look on an american's face when he talks to a Brit. I'd say no Patois is a unique language .Queen's English Indian Spanish African . And mix couple hundred years then serve = new language.
