Yes, if the building has 5-6 floors, I would use 150-200 FPM.

I know that many medical buildings use traction elevators, and I think Gen2 elevators would have been the better choice for the building and garage.

Yeah they definitely should've put a traction in at least the actual medical building itself. A lot of medical buildings/hospitals have traction elevators.

Yes, they should have gone with 150-200 FPM for hydraulic, or 200-250 FPM for traction.
