yes, but in "dark empire" when palpatine's last clone body was dying he said that for his next clone body he needed the "blood of a Jedi"so a clone can us the force but only if Midi-chlorians are put into them. So to make an army of force sesetive clones would be inpractical.

sith (or jedi) can't be cloned because Midi-chlorian can't be cloned unless they want to.

it could be because the only sith to clone were him and dooku and they both had stuff to do and it would be hard to hide there sithness from the jedi
