If this is the WORST off-camera behavior the 'anti-Dan Rather' mob can produce, what it says is that he seems like quite a nice guy off-camera. It's cold, windy & he's outdoors, but he's smiley, he doesn't raise his voice, he's not swearing or going nuts, and he's polite to his team. The coat may seem trivial, but it affects lighting (who are there setting his key-light and backlight). So regardless of what you think of his politics - this is a pro anchor making sure the broadcast looks right.
